Pierre Trudeau, an outstanding Prime Minister in Canadian history, with excellent political ability and charming personality, made essential contribution to Canadian politics, economics, society and so on during he took the Prime Minister office for 16 years (1968-1984, interrupted shortly between May, 1979 and March 1980) . Canadian historians termed the period as "Trudeau Times" and the rise of the "Trudeau Whirlwind" was indicated by his leading the government to review Canadian foreign policy left by his predecessor Pearson after his taking the office and the direct result of the reviews-Foreign Policy for Canadians(usually called the white paper)The author tries to research the differences between Trudeau and Pearson on foreign policy and Trudeau' s important role by reviewing the background and process of Canadian foreign policy review and assaying the structure and context of Foreign Policy for Canadians.The article is divided into 5 sections.Section 1, the backdrop for Trudeau to review foreign policy. By reviewing Canadian diplomatic policy in history especially in Pearson times, the author researches Trudeau's negative attitude to Pearson' s international foreign policy and his insisting to a relative "independent" foreign policy and the international and internal circumstances for Trudeau to adjust foreign policy.Section 2, the process of foreign policy review. The foreign policy reform Trudeau led began from reforming the diplomacy-making procedure which had always been charged only by the Prime Minister and the minister of the department of External Affairs . The author mainly focuses on the review process of Canadian policy for the NATO and for other places. In June 1970 Foreign Policy for Canadians was published.Section 3, Foreign Policy for Canadians. In this section the author explains the structure of the white paper in the whole at first ,which was made up by 6 parts (one general introduction and 5 separate documents). The first volume is general introduction which clarified the principles and basis of Trudeau' s foreign policy and the separate ones respectively relates to Canadian policy for Europe, Latin America, Pacific, the United Nations and International Development. Then the author begins to summarize and analyse these documents one by one.Section 4, the influence of the white paper and Trudeau' s role. The author fully proved that the publication of the white paper had have great influence upon Canada by an objective and total analysis and discusses deep the influence of Trudeau' s thinking, experience and personality on the review process and the white paper itself.Section 5, conclusion. The author analyses and summarizes Trudeau' s role in Canadian foreign history at last.
