Bilingual education is the Council of Europe's preferred term for teaching content in a foreign/second language. In this method of language instruction, the regular school curriculum is taught through the medium of a foreign/second language. The foreign/second language is the vehicle for content instruction. The subject of the instruction is to make students master language as well as subject knowledge. The students are encouraged to exchange the subject knowledge with each other through the foreign/second language so that they can improve their ideation and language ability in bilingual education system. Many researches indicate that bilingual children are more sensitive and quick than monolingual children.America, Canada, Singapore and many others countries have conducted bilingual education for years, but the goals and models of bilingual education in each country are different. Generally, there are the transitional model, the maintenance model and the immersion model. The immersion model originating in Canada is the most successful and popular one in the world. Since the 1970s, the immersion programs have been adopted in many countries, e.g., the USA, Sweden, Australia, Finland, Spain and Singapore, and alternative forms of the models have been devised in these countries. Nowadays, bilingual education is still the hot research topic in the world.In China, the early research on bilingual education centralized on how minority people study Chinese. Generally, most schools in minority areas in China mainly carry out two models of bilingual education.On the other hand, the rapid development of modern science and technology has narrowed the gap between nations. In order to communicate with other countries, we should be accomplished in foreign languages, especially English, which is the most widely used tongue in the world. Foreign language +Chinese bilingual education model becomes popular in the rest area of China. The research of foreign language +Chinese bilingual education model has come into another high tide.English +Chinese bilingual education program in Liuzhou Normal School and its related primary school emerged as times required.The program took 119 students in Liuzhou Normal School and its related primary school as the viewed objects .It took us two years to finish the program.The main approaches of research are natural experiment, questionnaire and interviewsAll of the researchers in this program are studying postgraduate courses in Guangxi Normal University. We all have been teaching English in Liuzhou Normal School more than four years. Since we have taken part in many research programs at school, we are capable enough to conduct this task. Base on the bilingual education program in Liuzhou Normal School, the thesis analyzes the data of the experiments carefully. and makes a detailed discussion on it. The most important is that the author advances her considerations on it. The author holds that bilingual education is an effective way to promote the language learning, but only after we have established new ideas of teaching methods, curriculum setting, staff development and assessment mechanism that we can ensure the success of bilingual education. We can improve the efficiency of bilingual education inthe following ways: 1. To develop comprehensive curriculum and learning materials; 2. To enrich teaching techniques and strategies; 3. To make full use of internet; 4. To conduct effective professional development; 5. To make productive assessment.
