In the era of globalization, human beings live in a narrow "global village" and exchanges among people are becoming closer than ever before. It is necessary for modern people to know and master another language besides mother tongue; therefore, a bilingual person has become a new requirement of globalization for every country talents, while in multi-ethnic and multi-lingual countries, the educational practice put the interests of powerful groups in the first place, and ignored the needs of marginalized groups, and the increasing development of society made us face the complex questions of educational policies in the field of education. As far as teaching languages are concerned, naturally Chinese is the leading one in terms of its power. Nowadays, people are beginning to shift perspectives to the parts which were once ignored or forgotten, and to admit the rights in the existence of differences, and as an important part of multi-ethnic countries, bilingual education has been upgraded to a notable position, and at the same time, the relevant policies and regulations on bilingual education have also been paid great attention. The research on the policies and regulations plays a vital role in the development of ethnic distinct, so it is of great necessity to increase the research on the policies and regulations of minority, especially on the bilingual education. China is a multi-ethnic and multi-lingual country, whose economic and political development is in the unbalanced situation. Areas of minority are the weak points in Chinese social development, so if we want to make Chinese nation in the harmonious development, we must attach importance to bilingual education in ethnic areas, and formulate and carry out related policies and regulations of bilingual education to ensure that the bilingual education can carry out successfully in ethnic areas. Meanwhile, we must get rid of the two extreme orientations: Han nationalism and narrow-minded ethnocentrism and make sure minority students can grasp Chinese on the basis of mastering mother tongue as well as one or several foreign languages, which could promote the prosperity of minorities and build a new harmonious society.In this paper, the writer reviewed and analyzed the history and current situation of the bilingual education policy in Inner Mongolia, and summarized the problems exited in the policy of bilingual education as well as its achievements, so as to give suggestions for its further development. This paper applied the following methods: history documentary research, investigative research, subject and object research, etc. The thesis includes five sections:The first part is to introduce the origin of the study, and the purpose and significance of the paper, literature review, basic theory and researching methods, and definite several concepts related to this paper.In the second part, the writer adopts the methods of history and literature collection to analyze its historic material in horizontal and vertical aspects, and to summarize the development process of the bilingual educational policies in Inner Mongolia, and sum up period achievement of bilingual education policy, the author evaluates its implement effect.In the third part, the author investigated the current situation of present educational policy of Mongolia and Chinese bilingual language, and summarized the essence of local education phenomenon to understand the factors influenced to the formulation of its bilingual language policy. Next, the writer used interviews and questionnaire to analyze the effects of bilingual language policy, and showed different attitudes of bilingual educational policies from educators and educated people. The fourth part, the author applied the research of subject and object methods on the base of integrating the first three part to analyze the interview materials and participant results of bilingual education policies in the region of Inner Mongolia, and finally pointed out the advantages and disadvantages in the aspects of Mongolian bilingual education policies.The fifth part: On the basis of the theoretical study, the author integrated individual ideas to give eight suggestions to further improve the development trends of bilingual educational policies in Inner Mongolia.
