The new deal in the late Qing dynasty leaded by Qing government in the early20thcentury is a progressive reform which holds a major position and plays an important rolein Chinese modernization. However, evaluations to this problem in academic world arevery based from beginning. One view holds negative attitudes to the new deal in the lateQing dynasty and thinks that it is only a ‘false reform’. However, another view affirmsthe new deal of late Qing dynasty full. It extols reform and opposes radical revolution. Itthinks that the new deal of Qing dynasty was sure to succeed and lead China to the roadto modernization if the1911revolution didn’t erupt.According to things above, this research will seek truth from facts, investigate andanalysis this important historical events under the basic principle of historicalmaterialism. First of all, this research will start with the historical origination of the newdeal of late Qing dynasty and deep analysis the international and domestic trend that lateQing dynasty faced. Then, this research will further combs and analysis the maincontents and important measures of the new deal of late Qing dynasty from aspects likeeconomy, education, military and politics on these basis. At last, this research willobjective analysis and evaluate the new deal of late Qing dynasty’s impact to the fullylaunch of the early modernization of China.The positive impact of the new deal can be found in some aspects. In economicaspect, the new deal pushed China’s industrialization to its first climax in the history. Inpolitical aspect, the new deal promoted the development of democratization. At the sametime, the new deal promoted the disintegration of the feudal society and the emerging ofmodern society.However, the new deal in the late Qing dynasty has many limitationssuch as the new deal is too weak to fully launched China’s early modernization due to itis a reform for self-saved. At the same time, the high cost also made the beginning ofChina’s early modernization much harder.It was these historical limitations which made the ten years new deal lead Chinesesociety changing to modern society spontaneous on one hand. On the other hand, itpromoted the extinction of Qing dynasty in the process of changing.
