The emperor of Yinzhen always attached much importance to the appointment of officials, so he worked very hard to inspect the officials all about the country. He used interview as an effective way to examine many officials; usually he inspected a large number of officials by reading secret reports, but he still couldn't avoid being cheated by some unfaithful officials. Since the persons with ability were absent, the emperor had to appoint the officials skillfully to make full use of them to serve the government; and the officials should be fit for their business. To wipe off some ill conventions in the government, the emperor preferred the honest and diligent officials, and he rejected the officials who kept some defects. Though the methods of inspecting officials and the rules of appointing officials had improved the government's work, it still couldn't help the emperor carry out his political cause satisfyingly.
