The Origin Of The Arms Control Diplomacy Of The U.S.S.R And The U.S.A (1945-1975)

Arms control diplomacy play the important part in the contemporary international relations, it has its primary form pattern as well as anything all over the world."Disarmament conference" held in the song kingdom in Spring and Autumn period was the primary form of arms control diplomacy. Meanwhile, in order to limit development of weapons, modern western countries signed a series of agreements and treaties, which also were the primary form of arms control diplomacy. Especially, "Hague Peace Conference" held in 1899 and in 1907 , because their goals of conference and treaties signed latterly, in addition to activites of the member states during the period of the conference, we could think "Hague Peace Conference" as the modern form of arms control diplomacy. Laterly, between the first World War and the Second World War , the disarmament stand of the Soviet Union and the U.S. showed consideration of their national interest.After World War II, in order to capture the world supremacy, America and the Soviet Union started the arms race intensely. The arms race not only have greatly threatened the world peace , but also have seriously affected the two countries' economical development. However, because two countries were not willing to give up respective strategic targets, so the U.S.S.R and the U.S.A started the negotiations over the arms control and the disarmament. Arms control diplomacy gradually formed because of the America and Soviet economical changes , the cultural element influence and the need of control respective allied countries. After the formation of the arms control diplomacy, it has greatly affected America and Soviet and international relations . The origin of arms control diplomacy was affected by some factors including development of science and technology and the pressure of media in two countries and military strategies.Starting from initial period in 1950s,America and Soviet's arms control diplomacy gradually held the important proportion in both countries' affair of state, arms control diplomacy not only was an important mediation tools of two countries confrontation, but also was the important measure for adding arms race stability of two countries .so no matter from the positive influence or negative affection of arms control diplomacy, it has played an important role in the America and Soviet bilateral relations as well as international relations.
