Arms race was stimulated by the development of nuclear weapons between US and Soviet. Under the more and more complicated situation, the first Eisenhower Administration explored the arms control policies involving the Atom for Peace, Nuclear Test Ban Debate and Open Skies. This dissertation will attempt to use two different kinds of declassified document files system: NSC (National Security Council) and FRUS (U.S. Foreign Relations) to discuss the first Eisenhower Administration arms control policy's background and content and analyse the factors of affecting the arms control policy. History and political decision-making methods will be embodied in this dissertation. Although arms control policy made little progress in the first Eisenhower Administration, it was far-reaching in the arms controls issues.
