with changes of time and geographic environment, culture hastaken on various looks. Fine arts, however, is both the significant and integrant part and also a significant carrier of human cultures. There is a close relationship between fine arts and other kinds of arts or even other layers of culture like science, morality and religion, for they complement and influence each other deeply. Due to the rapid development of the world, international cultural communication becomes more and more frequent and hence cross-culture and cultural diversity tend to be an inevitable trend for the development of all the countries and nations. In order to get adapted to this situation, fine arts education should keep close step with the times. Only by being put in the global cultures and with help of the support from outstanding cultural spirits could fine arts expresses its function, forms and esthetic sensibilities. The new Course Standards of Fine Arts, which is geared to needs of the compulsory education and general high school, points out the relationship between fine arts and culture in time. What's more, "the standards" also highlights the fact that fine arts should be recognized in the extensive cultural situations. And only after having realized the connotation of fine arts education could we improve the fine arts education to a higher level.
