The researches in this paper are based on the theory of Semantic Element which is put forwarded by Gao QingShi etc. Semantic of a sentence is called SS. An element to express a meaning in an SS is called semantic element(SE). SS consists of SEs. The representation of an SE in a natural language-I,such as Chinese,English,..., is called the representation of semantic element in Language I(SERi).We discuss the ambiguity from the point of view of SE, then we can separate ambiguity into two parts:one is "genuine ambiguity" ,which means that more than one SE has the same representation of SE and the other is "pseudo ambiguity",which means that the representation of more than one SE has the same terminal symbol and different nonterminal symbols.Chinese verb "是"corresponds to English words "to be" and they can use as relative in the sentences of "A 是/be B" ,to express a kind of relation between "A" and "B". When they use as relative, there exists pseudo ambiguities. If we can identify the types of these ambiguities, it will do a lot for enhancing the understand of semantic meaning and improving the veracity of English-Chinese translation. This paper enumerates the relations that "是/be" can express roundly, analyzes the pseudo ambiguities of "是/be" detailedly, summarize the corresponding relations between "是" and "be", and abstract the rules of identifying these pseudo ambiguities from all above. These rules can be used into the actual translation between English and Chinese. They can distinguish the different SER and correspond "是" or "be" into the corresponding language with the right form. Then we can get the exact and integrity translation.We alse design and realize an Identifiy-and-Verify system. We use the real corpus to test and the result is agreeable: the presicion and recall rate respectively reaches 85.56% and 80.49% by close test and the presicion and recall rate are 67.25% and 64.38% by open test.
