The paper is base on a new policy and brings forward a new short distance communication product and people needn't pay any fare using it if the distance between communicators is within three kilometers. There are some given consumers and purposes for every communication tool, so any tool don't substitutes to others. It is means that market must provide different communication ways and tools to satisfy different consumers. So the short distance communication product offers a new direction.First, the paper investigates what functions some consumers demand for the product and their axiology with investigative paper in Shanghai.Second, the paper divides the consumers into four different colonies according to the otherness of the consumers' demand and analyses the four different colonies' axiology using quantitative analysis. So it helps to set up the relationship of the consumers' demands and axiology.Third, the paper analyses the demand recognition and character of every colony and carries out the subdivision of the product. There are four sorts of the product for four colonies and every sorts of the product have different functions according to the study upwards and users' characters such as circumstances and intention when they use the product.Forth, the paper analyses the characters of the different colonies and design trend by using qualitative analysis .So the conclusion gives messages for the styles and color of the different sorts of the product.The conclusion indicates that consumers choose functions for the product according to their axiology and life way. As a whole, there is a trend of all consumers: they hope that the product has some functions which other tools haven't. The same time, the short distance communication product can use not only by common consumers but also by some business men .So subsequence study can research the product that is used in business condition but not professional condition.The result of the paper can combines subsequence study on physiology, psychology and market condition practicality and set up the development system of the product. It affords some opportunities of innovation and design from consumers' demand function to design strategy for the development of the product.
