This paper deals with the personnel reduction in GMT's local party headquarter in Sichuan and the subsequent resettlement of those reduced staffs in the government's administrative branches in the late 1940s.It attempts to reconstruct the whole story in order to make a better understanding of the personnel practice of the local government in Sichuan at the time.It is made up of five parts. In the first part, the process of the resettlement is narrated. In the second part and third part, those who were reappointed as head of a county, director of a county's Field and Food Bureau, or director of a county's Revenues and Taxes Bureau are the main concerns. The significant role recommendation had played in the process of the resettlement is sorted out for analysis here. In the last part, the chaotic situation of the personnel examination system of the local government in Sichuan is revealed by case study.
