Early Out-of-school Unemployed Young Intellectuals Relief And Resettlement Work

At the primary stage of establishing the People's Republic of China, everything in the newly born country is waiting for being renewed, and Communist Party of China and the People's Government is facing various political, economic and social problems. Among the economic and social problems remained from the Nationalist Party, there are problems like low productivity, galloping inflation, serious speculations and etc, together with the under-developed education system and the resettlement of the tens of millions victims and millions of people of unemployment. This paper is paying attention to the resettlement of the educated youth of discontinued schooling or unemployment, which is the important political work affecting social stability and popular sentiments, and is also the crucial work that the Party, the country and different levels of the government organizations of Shanghai are facing when establishing and consolidating the new peoples democratic dictatorship and recovering the national economy. As the most important industrial city of the new country, Shanghai has numerous educated youth of discontinued schooling or unemployment waiting for resettlement at the early days of establishing the country. From 1949 to 1953, Shanghai Municipal Government, East China Government Military Committee and the Central People's Government have encouraged and organized various activities to relieve the discontinued schooling and unemployment in the environment of difficult financial and economic situation, which is great exploration and endeavor with significant efforts and experiences.Based on the collections from Shanghai Archives, this paper systematically discusses the basic situation of the educated youth of discontinued schooling and unemployment at the primary stage of establishing the country, various actions taken by the Party and the government to relieve the situation, and experiences and lessons learnt from these actions and so on, trying to comment comprehensively and objectively on the resettlement of the discontinued schooling and unemployment, and supplement the related research.
