In the study of the brewing process of Liaohsi-Shenyang campaign concept of operation, it is still a weak point in analysis of the process, which is from May 20,1947 to Feb.7,1948. Some people think that the fact that Mao Tse-tung first did not consent to assail Changchun, but later approved the campaign plan of assailing Changchun put forward by the leaders of the Northeast People's Liberation Army(N.P.L.A.) showed Mao Tse-tung respect for the front commanders, or even his accommodation. This view is not correct because those people do not correctly understand the word "to enclose the Jiang's troops in the Northeast and then wipe out separately" in the telegram of Feb.7,1948 sent by Mao Tse-tung and the Revolutionary Military Commission of the Central Committee of the Communist Party of China.(R.M.C.C.C.C.P.C.)According to the progress of the political and military situation at that time, using the telegrams about the Liaohsi-Shenyang campaign concept of operations between the R.M.C.C.C.C.P.C and the leaders of the N.P.L.A during the period from May 20,1947 to Sep.7,1948 as the firsthand reference, the author analyzed and sifted the reference and observed all-sidedly the brewing process of the Liaohsi-Shenyang campaign concept of operation, and finally draw the following conclusion:1. Before the concept of operation of the campaign came into being, there was a gradual process from the initial conception to the last firmness. The beginning date of the tortuous and complicated historical process should be May 20,1947,on which Mao Tse-tung sent a directing telegram: "campaign Principle of the Northeast and the Military situation of the South of the Great Wall." The concept put forward by Mao Tse-tung and the R.M.C.C.C.C.P.C. in the telegram of Feb.7, 1948 did not show that the Liaohsi-Shenyang campaign concept of operations had taken shape. Its shaping sign is the directing telegram of Sep.7, 1948:"the concept of Operations of Liaohsi-Shenyang Campaign". 2. In the process that Mao Tse-tung and the R.M.C.C.C.C.P.C brewed the decisive strategic engagement with the Kuomintang troops in the Northeast, the strategic direction was gradually changed from the Chinese Changchun Railway, Peiping-Liaoning Railway, Changchun, Chinchow to Peiping -Liaoning Railway and Chinchow along with the gradual change and progress the military situation of the whole country and the Northeast. It was not showing respect for the front commanders or even accommodation that Mao Tse-tung and R.M.C.C.C.C.P.C consented the N.P.L.A leader's plan to assail Changchun,but a choice out of their own motion after judging the hour and sizing up the situation.
