The Research On The Development Of Resources-based Cities (1949-1957)

During the initial stage of New China especially in the " First Five-Year Plan " period, under the guidance of the development strategy in the heavy industry, China has risen in a batch of resources-based cities. The foundation and development of these resources-based cities, was played an enormous role to establish the system of independent industry under difficult terms extremely China. Meanwhile, the development of the resources-based cities exerted a far-reaching influence on the development of the city in China. It has not merely changed scale structure of the urban system and space structure in China, and also has changed the function structure of the urban system.This thesis is on the basis of the thing that review the resources-based cities before 1949, combs and explains that the rise and development of the resources-based cities in the initial stage (1949-1957) of new China.Firstly, the article expounds the domestic factors and international backgrounds of the rise and development of the resources-based cities in (1949-1957) this special historical period. During this special historical period, new China made and implemented the urban policy of changing consuming city into the productive city, and developed a strategy of having priority to develop heavy industry, which regard as the First Five-Year Plan at the same time. Under this background, new China has risen in a batch of resources-based cities.Secondly, it analyzes the power mechanism of development of resources-based cities, and points out industrial and mining's project construction is the immediate cause and basic power to the development of city, and then analyzes that the power mechanism of the development of resources-based cities, which formed under the comprehensive function of the push of the urbanpolicy, the leading of development of resources of mineral products and resource basic economic activity expansion of resources-based cities. It also demonstrates that people's urbanization characteristic are the age composition of the resources-based cities is younger, the sex structure is uneven and urban population is increasing in the way of machinery.Finally, it probes into the status, function and questions existing of the development of the resources-based cities in the initial stage of new China. The development of the resources-based cities in the initial stage of new China has established the valuable material on which the industrialization of new China based. But because the special international and domestic backgrounds of this period, in addition to the policy-making level lacks the economic experience of management, the development of the resources-based cities have many question too, for example, urban function unique, the relationship between urban and rural areas appear deviation, and two forming of economic structure, etc. Though the rise and development of the resources-based cities have deep planned economy brand and limitation of urbanization, they laid a certain foundation for industrialization and national modernization in the early days of new China.
