The Belt and Road is a major initiative proposed by China to promote international regional cooperation and the development of the world economy.And it brings great opportunities to the development of western China.In order to adapt to the development and changes of the times,the overall cultural exchanges with cultural resources as an important component and the cooperation between cultural industries will undoubtedly become more and more important.This will also provide an opportunity for all regions along the route to deepen mutual understanding and coagulate value consensus.Cultural resources are constructed through the creation,accumulation,and continuation of culture in the long historical process of human beings.They can provide the sum of the cultural elements of the object,environment,and creativity for social and economic development.Shanxi,known as the "Natural History Museum",has both Qin folk culture with Qin customs and rhymes such as Shanxi opera and waist drum,and red culture represented by the revolutionary sacred site Yan'an,harbors both the historical culture of the ancient ruins of the "Thirteen dynasties" and the modern culture of the reform and opening up of new lands inland;as well as the local culture of Sanqin with its own characteristics and the Silk Road culture with world-renowned reputation.It has the unique advantages of developing the cultural industry in the face of the aforementioned favorable environment.As the capital of the first feudal dynasty in history,Xianyang is located at the beginning of the long Huaxia history.Qin culture flourished here.It was also the first post of the ancient Silk Road right west of Chang'an.And the new historical context will also activate the whole transformation of the Xianyang cultural industry.The development and prosperity of the Xianyang cultural industry will not only effectively advance the cultural output of Xianyang and even Shaanxi,but will also be of great significance to expand the opening up ofXianyang to the outside world and accelerate the integration into the regional economy.If Xianyang wants to integrate into the Belt and Road,apart from the political economy,it should play the "Qin Culture" characteristic card and continue the unique Qin cultural logo in order to seek heterogeneity in dislocation development.Through the systematic exploration of the Qin cultural resources,it effectively flows and participates in the Xianyang cultural industry construction.Firstly,horizontal comparison a cultural resource industrialization development model domestic part of the historic city of the same type,providing experience for the Xianyang Qin cultural resource development.Secondly,the existing Qin cultural resources in Xianyang were initially divided into five types: Qin ruins,cultural relics,craftsmanship,drums,and character stories.They summed up the fact that despite long history and abundant resources she owns,the dominant resources are scarce,the feasibility of developing Qin culture resources in Xianyang and its external conditions and the types of cultural resources available for development at this stage is analyzed by SWOT analysis method.Thirdly,by investigating the status quo of the Xianyang cultural industry,the issue of the government's lack of courage in the development of cultural products,insufficient exploration of the content of cultural resources,lack of safeguard mechanisms,etc.was raised and corresponding solutions were proposed.Finally,the use of Xianyang Qin cultural resources to deepen the "Culture + Tourism",and "Internet +" and many other areas of integration and feasible industrial development path.
