As the neighbor of China, Korea has a long-time relationship history with China. If Korea had been conquered, the original habitat of Man-nationality would have been in danger. And the central authority of Qing Dynasty would have been attacked by both from inland and from the sea-road. It made Qing Dynasty pay more attention to this serious situation. During 1870s, since Korea was founded, the scramble of the territorial sovereignty of Korea was unfolded among Qing Dynasty, Japan and Russia. And still, the United States of America also joined himself in it in order to get more benefits and rights to decide things in Korea. So Korean-peninsula became one of the most sensitive regions in the far-eastern international relationships. How to deal with it became more and more important problems and all of people who were concerned with the situation in Korea would talk about it further and deeply. Korea who had served as an envoy to Japan for more than three years, wrote this article Korean Strategy for Li Dynasty of Korea.Jin Hongji as a Korean messenger, brought Korean strategy back to Korea and it led to the so-called movement "protecting justice, against evil". After heated discussions, Korean Kingdom decided to accept some of suggestions given by Korean strategy. They changed their diplomatic policies and established diplomatic relations with the United States of America, the United Kingdom and France. Then it had a stage with entirely open to the world. In order to become a more strong country, Korea had carried on a sires of reform at home. On the other hand, the strategy had helped Qing Dynasty change his diplomatic policy to Korea which Qing Dynasty took "the TreatySystem" as the central policy to Korea.Korean strategy was written by a diplomat of Qing Dynasty, served as an envoy to Japan. According to his knowledge to the international relationship of east-northern Asia, he wrote this strategy so as to give some suggestions to Korea government to cope with its serious situations. On the one hand, Korean strategy did have the effect on improvement of modernization in Korea, on the other hand, Korean strategy was aiming at keep relative relationship between Qing Dynasty and Korea Kingdom. The final purpose was keep eastern Asia safe by means of improving Korea himself. So Korean strategy seemed to be for Korea, but actually, it was for Qing Dynasty. This strategy had promoted Korea to open to the world objectively and speeded up the signing of Korean-America Trade Tready. This thesis consists of three chapters: Introduction, Main Exposition and Conclusion. In Introduction: we talked about the purpose of this thesis and the significance, the development and methods of this thesis.
