He Changling, the famous official in Qing Dynasty during the period of Emperor Jiaqing and Emperor Daoguang, was once the Governor-General of Yunnan and Guizhou , as well as the Governor of Yunnan . He was one of the outstanding representatives of Hunan modern talent group. He was also an important people among those Hunan elites who advocated practical thoughts .His practical thoughts was very distinct and he put forward his own original thoughts in many aspects, which exerted a far-reaching influence on the posterity. This thesis will make an inquiry into He Changling' s practical thoughts, including its formation and its contents as well as its influence.This thesis is divided into four parts:Part Ⅰ: I introduce a brief account of He Changling' s life, and I analyse the causes of He Changling' s practical thoughts mainly in three aspects. One is the historical background. The second is his own efforts and the third, the influence of his family and his friends.Part Ⅱ: I compare the life experience of He Changling' s with Wei Yuan' s before they complied The Collected Works on Practical Thoughts °f Qing Dynasty. I also compare what they were doing during the compiling of the great works. By combining historical worker's appraisal of the great works, I make a comparatively profound inquiry into He Changling's immense contribution to the great works. At the same time, I analyse He Changling' s thoughts on the development of education.Part Ⅲ: I analyse He Changling' s thoughts and his contribution before and after the policy of tribute grain-transporting route' s change was adopted. I also make an inquiry into his thoughts of developing minority regional economy. Besides, I analyse his thoughts of conducting national conflict.
