In the beginning of 20C, the Qing government had mainly gone on the political, economic, cultural education reform, among which education reform was the most achievable.This paper puts the education reform included in the New Policy of late Qing Dynasty on the long section of social transition and the great background of the Chinese modern historical development for investigation, and traces back the thought and the practice of the educational reform of 19C, and analyses the promotion which was evoked by the national crisis after the Campaign Geng-Zi. Through these, it is believed that, under the public promoting together, the education reform had obtained outstanding effect, realizing the overall transform of traditional educational system, establishing the new school system in the modern times, promoting the springing-up and development of the social education, and entitling women to accept education.For the characteristics of the education reform, the government had adopted the way that changed slowly, to make reform advance gradually; Every policy was adjusted and perfected continuously in the implementation, having considerable flexibility; The government offered multiple levels according to the different objections; Besides, the government extended the school channels, and encouraged the nongovernment school running. At the same time, with the guidance of modern educational concept, the education reform had realized many innovations in many aspects, such as the boom of the enlightenment education of the masses under national educational concept; the springing-up of Industry and commerce education; the link-up of the educational concept and the educational way between the East and the West. The educational reform had not only realized the transition education preliminarily from the traditional education to the modern education, but also touched the fundamental problem during the Chinese social reform, promoting society modernization. Certainly, this reform also had many shortcomings such as the lack of the corresponding supplemental measures and educational funds, and the lopsided prosperity of the speeded-up education.
