It is stipulated in the third item of the Law of Universal Language in the Republic ofChina (in the following it is simplified as the Law of Language and Characters) that "standardChinese pronunciation be popularized and the standard Chinese characters be pursued". Itemfourteen specifies the characters used in the public facilities as the following: "the universallanguage and characters should be used as the main words and expressions". According to thetextbook concerning the law of Universal Language in the Republic of China (in thefollowing it will be simplified as the Textbook) there is the explanation: "the public facilitiesinclude: the designation of mountains, streams and rivers;the names of the historic interest,commemorative places and resort places;as well as the names of the institutions". Based onthe above stipulations, it is reasonable to say that the language of the public places refers tothe designations and the names listed above together with the language used in the posters,advertisements and slogans, which are collectively called words in the public places.The investigation and analysis in this thesis are based on the law of Universal Languagein the Republic of China. The thesis is divided into three chapters. Chapter one is theinvestigation of words used in the public places in the twenty-four counties and districts inShijiazhuang city. The organization of the investigation is composed from the angles thebackground, the objects scopes, methods and requirements, whereas the results of theinvestigation are summarized in the perspectives of the character patterns, scripts, the rangesand the targets of usage. Chapter Two is an analysis of the sources of the problems of thewords in the public places in the twenty four counties and districts in Shijiazhuang cityanalyzed from the users' psychological states and cultural standards, the standardization ofwords in the mainland and the lack of reference books, the negative influence of the registeredbrands and the administrative cooperation. Chapter Three puts forward the solution to theproblems in the words of public places in the aspects of the boundary and criteria of theuniversal standard Chinese characters, the regulations of the original complex forms ofsimplified Chinese characters together with the variant forms of Chinese characters, thenecessity to strengthen the social propaganda and the reinforcement of the school education,management by law and the ways in which the checking mechanisms of standard Chinese areestablished.There are many regularized points in the Words used in the public places in the twentyfour counties and districts in Shijiazhuang City. The author made an quantitative study andanalyses of the problems based on her own investigative data and put forward some practicalmeasures for the language administrative departments to regulate some policies, and takesome measures to regularize words in the public places. At the same time it is hoped that themeasures are helpful to the units concerned so as to regulate the words in public places inShijiazhuang city, and to improve the degree of civilization of this city. Two points should bemade clear: first the words mentioned in public places in this paper are limited to the Chinesecharacters exclusively with exception of foreign words. The second point is that the problemsare confined to the irregular Chinese characters used in the public places.
