The second summit of the building of irrigation works emerges Hanwu Emperor'administration, it plays an important role in the history of Chinese irrigation and has considerable impacts on the future. The building of irrigation works in the ancient times is such a hard work that needs huge amounts of labor, materials and treasures, etc. Therefore, it has close relations with the development of economy, the consolation of society and the relations of different classes of the ancient dynasty. By inspecting the process of the building of irrigation works in Hanwu Emperor's administration, the article tries to clarify the questions followed:First, by reviewing the effects of the irrigation works in Hanwu Emperor's administration, we can draw the conclusion that the effects of the irrigation works during this period are limited. In fact, the irrigation works promotes the social crisis in the latter period of Hanwu Emperor's administration. Second, expounding the relations between the irrigation works of HanwuEmperor's administration and the"Zhao Xuan Zhong Xing". Try to explain that people can appreciate the convenient and benefit of the irrigation works without paying too much labor, materials and treasures because of Hanwu Emperor's efforts to establish irrigation works.Third, revealing the relations between the irrigation works and the flood disaster in the latter period of Hanwu Emperor's administration. The main reason of the numerous flood is the sediment of the mud and sand. Most of irrigation works in this period lay in northwest of China. Such phenomenon leaded to two results. On the one hand, it increased the rushing of water and soil, the sediment became more and more. On the other hand, the quantity of water in Huang river declined because of the irrigation. It declined its ability to transit mud and soil. As a result , the flood disaster became more often than before. At last, illustrating the frequent flood disaster is an important factor of deteriorating the social crisis and increasing social contradictions. It's the activator in the process from rise to fall of the West Han dynasty.
