A Study On County-level Regime In Hubei Province (1927-1937)

This thesis studies on county-level regime in Hubei Province from 1927 to 1937.On the basis of concerned academic circles'reseaching fruits home and abroad, it took up 3 aspects of the system of Hubei county-level regime and the system's runners, function playing and administration running, and specifically looked into essential conditions of Hubei county-level regime during the course of tradition to modernization. By means of the case , that is, Hubei county-level regime, it tried to open out , in the course of modern transformation , what roles the Chinese basic-level regime played in Repubulic of China's political development and what functions it exerted, and fuether made out what the change mechanism of basic-level politics was during the period of Repubulic of China and what the change mechanism affected Guomindang's rule.This thesis considered , by means of "dissolving bureaues and changing section"and"dividing autonomous districts into official districts ", that central government and the government of Hubei Province strengthened to control and permeate basic-level units and that the system of county-level regime structure was improved to some extent .However, the good and bad were intermingled in appointment of county magistrates, whole quality of civil servants and new-trained county personnels, which made the new system couldn't behave well.Besides, the functions of county-level regime compared to that of traditional county-level regime were abundant in content on condition that social convulsion and social transformation concurrened.As to Hubei county-level regime, the new functions of county government were not good because of lack of nucleus promoting power and soldierly intervention, which practically made them misgovernment of harassing civilians and pricked up the gulf between government and mass.Morever, higher government 's formalism also intervened and affected ordinary exertion of county-level regime's functions, which fostered the prevailing of "document politics".Therefore, in common sense, county-level regime during the period of Repubulic of China, as to the system and the system's runners, was closer to modernization in form.But, as the main body of the system of county-level regime, personnel sectors were not well resolved.The existence of powerfully social groups and the style of formalism of higher government's promoting modern transformation , even made county-level regime's new functions operate effectively.So , we can say , although county-level regime gained some merits in promoting society's modern transformation , it also deepened antinomy between government and mass in this course. These manifested fragileness of Guomindang's basic-level rule. Guomindang couldn't break away from this kind of fragileness radically after this, which made finally it became one of important sectors leading to its collapse.
