Based on the activities in the music quality-oriented education in universities and colleges, taking the task of course construction as the objective, using literature, comparative, investigative, analysis and comprehensive methods, the paper studies the objective and establishment of course issues deeply and systimatically, especially in the special stage of transition from examination-oriented education to the quality-oriented education in twenty-first century. It covers four parts:Firstly, the outline of the music quality-oriented education. Based on the analysis on the subject of the music quality-oriented education, this paper demonstrates the intention and significance of quality-oriented education and quality-oriented education in music in universities and colleges. It also summarizes and traces the developing history in the music quality-oriented education. Combining the investigation of the reality of music quality-oriented education in higher education in HuBei, it also analyzes the current conditions and the reason of the music quality-oriented education in higher education.Secondly, the design of the course's objective of the music quality-oriented education. This part analyzes the course's objective of primary school and middle school's music quality-oriented education, defines the relationship between the objective of middle school, primary school's music quality-oriented education and the higher education's music quality-oriented education. Then uniting the tact, it points out the design of the higher education's music quality-oriented education.Thirdly, the design of the higher education's music quality-oriented education. This part quotes the examples of the music quality-oriend education courses setting by Huazhong University of Science and Technology, Wuhan University, Hubei Economic Institution, Wuhan Institute of Shipbuilding Technology and makes analysis towards the present music quality-oriented education of higher university. summarizing the experience, at last, it brings forward the design about the higher education's music quality-oriented education.Fourthly, demonstrability of music quality-oriented education in higher education. This part uses the theory of courses to demonstrate the feasibility of practising music quality-oriented courses in higher education from the aspects of compatibility, range, feasibility and effectiveness of the course's objective. Besides, demonstrate the feasibilityof the implementation from four foUowings: the general background of education in 21st century, the needs and factual basic of the present college students in music, staff conditions and music educational facilities.With greatly practical and strategic meanings, establishing quality-oriented course in music can spur interests in arts of music, broaden students' vision, cultivate and improve the couciousness and creativity in knowledge and technology so as to foster full development talents.
