A Study On The Natural Disaster And Relief In Gansu Province In The Early Days Of The People's Republic Of China (1949-1957)

After the founding of the PRC, natural disasters continued to happen in Gansu Province, especially in the early days,and the disaster was still very serious. However, in the superiority of the socialist system, the provincial governments led people to fight against natural disasters, eventally, the loss in the disasters gradually reduced, basic livelihood of the victims were guaranteed, and production of the agriculture was restored and developed. the history of"There must be a shortage in the disaster " was disappeared on the whole.The first part is the overview of Gansu Natural disasters in the early days of PRC , mainly focused on drought, attached to hail, water, wind, frost and other disasters. Analysis of the occurrence of natural disasters have both natural and social reasons. Gansu Natural factors are mainly confined to the special geographical and climatic conditions; social factors are that the importance of the natural environment in Gansu are lack of awareness, combined with the special environment before the founding of PRC, and it caused water conservancy disrepair, which aggravated disasters. The second part is mainly the guidelines of the relief, policies, aid agencies and the implementation of the steps. The article discusses the guidelines of the relief, policies, establishment of civilian agencies and special aid agencies, disaster relief work effectively carried out, which fully showed the importance of the aid agencies. The third part discusses the solution of Gansu government,society and victms toward natural disasters. The govironment adopt a series of measures to solve the problem of blind flowing of victms.the society launched the movement of economy and collection and free lending ,and cooperate the shortage of government's relief .In addition to government and private assistance, the govenment organized the masses to carry out sideline production, recovery and development of agricultural production, food for work and other self-help measures for pulling through the famine. The fourth part dicusses the achievement which aid work obtained in the early days of the PRC,and existing problem and social meanng and sumarized the experience and lesson.It not only provides "disaster relief, reduction and disaster prevention " services for Gansu nowday, but also provides a reference for its disaster relief work.
