Nowadays, social politics, economy and culture are the key factors for further social development. Of the three factors, culture is becoming more and more important. "Economic culturalization and cultural economization have been agreed upon. Non-material cultural legacy, an essential power of productivity, is put more and more emphasis on in the whole society. However, there is still no such a system as to the ways to the protection and continuous use of non-material cultural legacy. This article, by taking Santou Yangge of Linxian County for example, aims to study ways to its being, development and protection, and it purports to offer help to the development of non-material cultural legacy.Santou Yangge, as a reflection of people's life, expresses the state of life, lifestyle and way of thinking in Linxian County in specific historical period and given regional surroundings. It is handed down generation after generation, and it is a kind of recalling and emotional pursuit beyond history and space. Although Santou Yangge belongs to lower class culture, its artistic peculiarity makes it flourish in non-material cultural legacy. In addition, it has the tendency to thrive again and it can be called the model of non-material cultural legacy. Therefore, it is self-evidently important to study it further.This paper, based on the two years of investigation, takes an empirical attitude, observes and studies from the unique perspective, and arrives at the conclusion that the value of Santou Yangge lies in the Yangge songs people sing, rather than Yangge they dance. Yangge, based on the local material, created impromptu, characterized with literature, is loved by common people, and it is the model of traditional folk art. Then the article compares the problems caused in the development of Yangge with philosophical theory, and it illustrates the ways to its industrialized development, and it aims at offering advice for Yangge to enter the market and go through the whole nation, that is, protection is pursued by way of development;the utility is pursued by means of development.
