Nowadays, with the rapid development of science and technology and the increase of living standard, more and more attention is paid to quality education. Cultivating good mental quality of middle school students has been the education's important aim, and widespread attention from education government departments at all levels and psychological circles has been paid to the cultivation. In the study, according to reflections and researches on mental quality and contemporary quality by psychologists in my country, mental quality is defined as basic, inner and nuclear mental character, owing to the innate and acquired influence. Mental quality includes three factors: mental ability (cognitive factor), mental power (personality factor) and mental health factor.Mental quality is essential to all-sided development of one's quality. It is very important to understand the nature, classification and structure of mental quality for knowing all-sided and accurate connotation of quality education. Competition will be fiercer in the future. Only with good mental quality, can we have the initiative in the competition and realize self-potential and value. It is very necessary to execute the systemic mental quality education to middle school students so that they develop physical and mental health. Though some fruits have been gained on the mental quality of students in my country, the former studies put emphasis particularly on primary and middle school students of city, the study on mental quality of the rural middle school students is not enough. Especially in underdeveloped Northwest China, quality education is weaker. Therefore, it is a realistic problem that should be solved to explore positive and effective pattern and approach to developing quality education in rural schools in current psychological study in my country. With exploring mental quality of the rural middle school students of Northwest China, scientific evidence is provided to develop mental quality education in these rural areas.Because the rural middle school students of Northwest China mostly accept examination education, teachers pay excessive attention to students' scores and ignore basic mental quality education to students.
