Qing Dynasty had went through four dynasties in 1632-1763,they were Qing taizong, Qing shengzu, Qing shizong and Qing gaozong. Though each dynasty had different strategies,the regiment right of the TuMoTe in GuiHua town was regained by the government finally .This article make the complicated course of history clearly. So this article has failed into three steps to explore the real reason of every step.The first step, The chief of TuMoTe emubu was scrambled by Qing Dynasty in name of rebellion in 1635.A feudal lord (not the descendants of Anda ruled the whole tribe additionally.The article weighed the historical materials against iterativly to research into proved that the Qing Dynasty's measures was a deliberate action.the author has explored the real reasons,such as the reason of politics,economy and religions.The second step, The Tumote of GuiHua town became a very important place in the war between Qing and ZhunGaEr from 1683 to 1755,Qing Dynasty had began to deprive the hereditary right of commenter-in-chief and prime commenter for the need of military ,and supplemented the officials of peking.Qing shizong once resumed the hereditary right of commenter-in-chief and prime commenter during this time .the author considered that the action was an expedient measure in the war, but the aim of Qing Dynasty regained the regiment right of the TuMoTe in GuiHua town was consistent.The third step, Qing Dynasty had make further efforts to eliminated the power of commenter-in-chief in 1763,the general of SuiYuan town regimented the Tumote in Guihua town,ruled by Ministry of Tribal Affairs (理 藩院) directly.Qing gaozong took the steps because the TuMoTe in GuiHua...
