With the evolution of history, From the Ming Dynasty to the Republic of China, on Guihua City Tumote land system, Lords possession and use was substituted by the Qing government possession directly as well as Mongolia and outside farmer, the Republic of China inherited and developed the land system of the Qing Dynasty. Correspondingly, the land lease has developed greatly. We can divided the lease into living rent, as well as permanent rent and a mortgage by the Permissions. We can divided the lease into arable land, housing foundations, the cemetery, and the scene, such as water by leasing object, At the same time, the setting of the lease was one aspect, modifying, and rescinding the lease was one aspect too. Guihua Tumote lease showed the distinctive features on the paper head and deed tail, the message of both sides, the specific scope of the land, lease costs and the way and the right of both sides. We can analysis the change from Tenancy in Perpetuity to one land two main,and we can analysis the change of social power,the process of modernization too.
