Han Fei has the most achievement in the pre-qin legalist school. He summarizes the preliminary legalist school's political thinking. He absorbs their theories,and he combines the theory of Shang Yang's Law, Shen Buhai's tactics, and Shen Dao's authority. Because Han Fei discovers the shortcomings of the three kinds of theories used independently. Han Fei thinks that Shang Yang only takes the law, but neglects Tactics'function. So the King is unable to see through ministers'deceitful stratagem. The result is that ministers have the richness and mightiness of the country as their own political capital. Although Law has provided the plan for the entire society,it cannot safeguard the King's power . Han Fei canonize Shen Buhai's Tactics. He thinks that Shen Buhai only pays attention to use Tactics,but does not attaches importance to Law, which caused that the ministers make use of identical Law. Therefore Han Fei thinks they can't make Han country prosperous and powerful even if Shen Buhai and Han Zhao Hou have Tactics. Han Fei is unsatisfied as ShenDao's viewpoint of pure authority. Because Authority does not consider the administration's effect,it is unable to resist the attack rooting in other theories.Han Fei's theory of Law, Tactics and Authority has the logic premise, namely the humanity is wicked and the King's power is sovereign . Han Fei thinks the human nature is wicked, so the moral education is useless. He protest to reward the people who work hard and punish the people who are lazy. Han Fei thinks the King is more supreme than the nation.In Han Fei's theory, Law, Tactics, Authority has each function. Han Fei thinks that Law has many characters. Firstly, the law has openness. Only are opened Law the people and ministers can know.
