Bilingual teaching-work of national minorities is the major event, it concerns the talents' training in minority regions, economic development, national unity, development of the border areas and the strengthening of the national defense. Xinjiang's bilingual teaching work of national minorities has the history of more than 50 years, Although obtained some achievements in this process, but because of the delay of the overall level of Xinjiang's minority education, it results in imperfect effect of the present bilingual teaching.In western development, priority should be given to higher education. Xinjiang is broad, with dispersedly distributed population, unevenly distributed education resources, compared the students' educating condition of remote districts with those of developed districts, the acute shortage of the teachers and teaching resources exists. In order to solve the problem, our country invested huge sum of investment established "Xinjiang education satellite broadband network". But at present there are only limited resources on"Xinjiang education satellite broadband network." The educational resources are limited, too.This thesis is based on the practice of Bilingual teaching work of national minorities, and carefully analysis the characteristics and existing problems of the minority bilingual teaching and focuses on the situated learning theory, combines with the computer technology, studies the development framework of stuated bilingual learning platform of minority. Developed the"minority information technology scenario bilingual learning platform" based on this model.This paper consists of five parts:The first part is exordium. Mainly introduces the ages background, background of historical culture, educational background of bilingual teaching in Xinjiang and the way of thinking and framework of the paper.The second part includes: scenario based educational design and its application in the bilingual teaching work of national minorities. It includes concepts of bilingual teaching, the situation of the Xinjiang's bilingual teaching, stuated learning theory, stuated based instructional design and its application in the bilingual teaching work of national minorities.The third part includes: The design and technological plan of system framework model.
