Research On The Merge Work System Of Sichuan Province Government (from 1935 To 1949)

The System of Merge Work in One Office of Province Government was tried out in Henan,Hubei,Anhui,Jiangxi and Fujian Province in 1934, put into practice formally to all the provinces in October ,1936, and continued to 1949 when the National Government ended. There were two reasons in putting it into practice,one was the amount of the organizations, staves and the expenses of the province government was excessive, the other was the organizations worked in discordance and disintegration, resulting the power of province government could not concentrated on chairman,and therefore lower efficiency. The major purpose of the system was, in the trying out period, to push on the local government affairs, keeping the power of province government unified, and enhancing the administrative efficiency, and, in the formal practice period, to enhance the administrative efficiency, saving expenses by reducing the unnecessary organizations and staves to increase the expenses of county government.
