The Research On The Optimization Of The Management Mode Of Cultural Industry In Sichuan Province

Cultural industry is a strategic industry, with the characteristics of openness, low carbonization and no pollution, which has a prominent role in the sustainable development of economy and society. The development of cultural industry has become an important way to adjust and optimize the industrial structure and upgrade the industrial level of the world. It is also an inevitable choice to adapt to the new economic norm of our country.In recent years, Sichuan Province, through deepening the reform of the cultural system, improve the regional development planning, cultivation of new industry formats,focus on building the key industries and other measures to achieve cultural industries more than a multi polar development. But can not be ignored is that Sichuan Province continue to use the government leading management mode and various functional departments offside maneuver and the absence of avoiding responsibility coexist,market mechanism does not fully play the role, lack of participation of the industry association, resulting in enterprises lack of vitality and creativity, restricts industry spanning development. How to break through the dilemma of industrial management,optimize the industrial management model, and further tap the potential of industrial development, has become an urgent need to solve the important theoretical issues.At present, the research on the management mode of cultural industry in China is gradually increasing, but the research on Sichuan province is still blank. And published research results mostly just in reference to the experience in developed areas, from the point of view of the government proposed to optimize the path, both the lack of a comprehensive analysis on the actual situation of regional, there is no safeguards to in-depth study, but can not only rely on the power of the government to promote the innovation of industrial management mode.In view of the problems existing in the current management mode of Sichuan Province, this paper uses the multi center governance theory to explore the construction of multi governance based industrial management model, in order to solve the dilemma of the cultural industry in Sichuan province. The first part is the introduction, which introduces the background, research status, theoretical basis, research methods, research content and technical route. The second part uses case study method to analyze the management model of domestic and international cultural industry, and summarizes theenlightenment to Sichuan province. The third part analyzes the macro background and management status of the cultural industry in Sichuan province by using the survey method, and analyzes the existing problems, and further explore the root causes of the problem. The fourth part first explore basis and principle of cultural industry management mode optimization, and combined with the research of Sichuan Province cultural industry management mode at present, that single either the government or the market leading pattern unable to solve the problems existing in current management mode, need to build a government, enterprises and industry associations to participate in the multi governance model, and connotation of the model are discussed. The fifth part demonstrates the rationality of the model from two dimensions of necessity and feasibility. The sixth part uses the theory of multi center governance, and puts forward the measures to optimize the model.
