The National Assembly of the Civil Service Commission held in 1934 is of vital importance to the establishment of contemporary examination system in the early years of the National Government. The thesis mainly carries out its studies in the following aspects. First, it reviews the previous ideas and attempts to build the modern examination system as well as the exam right risks emerged before the National Assembly of the Civil Service Commission held in 1934.Second, the thesis works on the preparations, procedures and impact of this national assembly. Thirdly, there comes the in-depth research and analysis on the resolution and further implementation of this national assembly. The thesis is organized systematically with the preface and four chapters.The preface serves as the literature review of the academic studies on the civil services system during the reign of National Government.In the first chapter, emphasis is given to Doctor Sun Yat-sen and Mr. Dai Ji-tao's ideas and attempts to build the modern examination system as well as the opinions from other political figures in this regard. It also touches upon the exam right risks emerged due to the official appointment of the qualified staff that had passed the first session of the high civil servant examination.The second chapter works on the causes that lead to the convening of The National Assembly of the Civil Service Commission in 1934, with the related studies on its preparations, procedures and its impact.
