All these, grounded on the music function show the aim for music education populization .With the development of music education, specialized-music education has been doing service work for the extension of music education. No single factor is responsible for the restrict of music education in ordinary colleges and universities, if teachers doing good teaching preparation and doing the work well with proper approaches is as the intension of the music education, all the factors for guaranteeing higher quality of music education is as extension , this extension restricts directly the intentional factors. In order to implement and perfect the public music education of ordinary colleges and universities, the outward factors should be researched ,such as ,teacher's professional morals and comprehensible accomplishments, student's interest ,mental requirements ,aesthetic orientation, ethics standards, music qualities and musical foundation, rules and regulations and safeguard of the department at different levels, under the guarantee of the these outwards factors ,music education comes up to humanities education.
