| The third plenary session of the 16th Party Central Committee of the party determined that the scientific outlook on development of"put people first"the ruling concept of our party and country at the near stage.A lot of scholars have made thorough studies in the respect of the theoretical source of"put people first". But few poople have studied the influence of foreign scholars' development outlook on the form of our country's .in my opinion , Indian scholar Amartya sen ,the Nobel economy award winner, who played an important role on the transformation from the traditional development sight to Overall development sight , has made development problem have strong ethical atmosphere from the freedom aspect. Overall ,making an all—round and further study of his freedom development outlook is of great significance for us to understand and practice the scientific outlook on development.The decisive factor for us Understanding Sen's development outlook is to hold his freedom sight. The freedom sight of Sen has absorbed the modern freedom thought of western capitalist class. John Locke suggests that freedom is a kind of talent or ability, American thinker John Dewey also holds the same viewpoint. In fact, Marxism also regards freedom as a kind of ability, and the knowledge of necessity and the transformation of objective world. But Marxism think freedom should belong to the person in realistic life. It is not abstract, the core of freedom is to realize the overall development of person. Sen puts forward his freedom sight on the foundation of referring to the thought of others': firstly, freedom is a kind of right; secondly, freedom is a kind of feasible ability; thirdly, freedom is a kind of value standard.Sen believes that the traditional development outlook equate development with growth of GNP and the increase of personal income .the limitations of treating development as wealth increase are manifested in three respects: firstly, making people concentrate on some methods instead of purpose; secondly, it can not reflect people's actual life situation ; thirdly, it can not understand poverty really. Sen puts forward the theory that treating development with freedom with two reasons : firstly, appraisement reason: The chief stardard of the criticism for progress is that whether the freedom people possess enhance or not .secondly, substantive reason: The realization of development depends on the main position of the freedom of people completely. On this basis, he thinks that freedom is the prime objectives of development as well as important means of development. Sen also makes brilliant exposition on some problems appearing in the development such as poverty and inequality, market and fair, women and population. the main theoretical contributions of Sen's development outlook are : firstly, promote the combination between economics and ethics ; secondly, provide people with a kind of new way to look upon development in the respect of freedom .of course ,his development sight also has theoretical defect: firstly,exposition for feasible ability is not profound enough ;secondly, he doesn′t realize the decisive effect of the nature of social system on people's substance freedom; thirdly, the excessive emphasis on freedom may cause individualism easily.
