At all times, there is no agreement on the definition of public land from academe and localism. The area of public land studied in this thesis neither refers to official land, nor public land of local group separately, but composed of official land and public land of local group.The proportions of public land were dissimilar in different periods of our feudal society. Generally, official land was gradually privatized, but till the land reform before the liberation, there was still some public land in a certain extent in China. On the other hand, public land of local group still took a certain proportion, and it still functioned greatly, such as the land for charity, the land for study and so on.As an important product element, land had important socioeconomic functions correspondingly. Since modern times, there had been a series of charity departments in Jiangsu and Anhui area which all had lands. The income from the lands was a vital source of outlay. The land for study was an important part of Chinese traditional public land. The establishment of the land for study had built a new pattern, that is, making use of rental income to initiate education. The land for study could not only relieve the financial pressure and resolve the difficulty of lacking funds for education, but also supply modern education with necessary funds, and the rental income was so stable that it could provide dependable material support for education. It could also provide material support for social school-running and extend the social educational range. In the mean time, it could make the feudal country strengthen the autocratic centralization of state power from culture and education by the means of economy; it could help people lessen the pressure of additional tax; and it could supply a better studying condition for hedge-writers, and therefore help to extend the social educational range.
