Science and talents has always been the most decisive elements for the national strength. The cultivation of talents is determined by education. An a place to cultivate senior talents, colleges take great responsibilities. The working environment has a direct influence on the performance of teachers. Therefore, in order to enhancing teachers' job satisfaction, stimulate their potential, increase their passion for work and finally improve the organizational effectiveness, it's an undeniable and important job for colleges in China to create a favorable managerial climate.This research adopted questionnaire survey, semantic analysis, Generic analysis and Delphi method to explore the factors of inherent structure of the organization managerial climate, made the evaluation tools for it, and then discussed the relationship between the managerial climate and teachers' job satisfaction through the measuring scale for the organization managerial climate.The research randomly selected 280 samples from 15 colleges, 245 valid. After descriptive statistics, analysis of variance, correlation analysis and regression analysis, the results were as follows:(1) The result of validity and reliability study showed the measuring scale had good reliability and validity.(2) The result showed the general situation of the organization managerial climate and teachers'job satisfaction was not good.(3) Teachers' age, education had a significant impact on their perceived sense of the organization managerial climate.(4) There was sex difference on teachers'job satisfaction. Teachers with different job titles had a remarkable satisfaction with their leaders.(5) The organization managerial climate had a significant positive correlation with teachers' satisfaction, among which the managerial order had a significant positive correlation with teachers' satisfaction with promotion, leadership, reward, colleagues, job, and socialization while had no significant correlation with their satisfaction with pay and benefits; managerial style had a significant correlation with teachers' satisfaction with pay, promotion, leadership, reward, colleagues, job, socialization while had no significant correlation with their satisfaction with benefits; managerial ethics had a significant positive correlation with teachers' satisfaction with pay, promotion, leadership, reward, colleagues, job and a significant negative correlation with their satisfaction with benefits while had no significant correlation with their satisfaction with socialization; managerial effectiveness had a significant positive correlation with teachers' satisfaction with pay, promotion, leadership, reward, colleagues, job, and socialization while had no significant correlation with their satisfaction with benefits.(6) We found obvious regression between the factors of organization managerial climate and teachers' job satisfaction. Among all dimensions of the organization managerial climate, Managerial style has obvious regression with teachers' satisfaction with promotion and job. Managerial order has obvious regression with teachers' satisfaction with leadership and job. Managerial effectiveness has obvious regression with teachers' satisfaction with socialization.The study discusses the relationship between the organization managerial climate and teachers' job satisfaction from the perspectives of Organizational Behavior, Management and Psychology, which are brand new perspectives for such kind of studies. It explores the factors of inherent instruction from multi-dimensional perspectives and forms the measuring scale. At the same time, it also explores the relationship between the organization managerial climate and teachers' job satisfaction, which makes the result is helpful for the practice of managerial effectiveness of higher education through the perfect ionization and upgrading of theories on organizational climate of colleges.
