Language is a tie of communication, transmission, all the cooperation and amalgam among all the nationalities, regions and countries. China and Russia, two great powers in the international stage, are playing such an important role in the international affairs that no one can replace, which is closely related to their own present situation and development. Language is both a tool for human communication and a tie for the culture development and transmission. Language competence includes listening, speaking, reading, writing, etc. Among these, listening and speaking belong to the oral competence, which is both the most important language competence and the major form of communication. There are many problems in the ability of oral communication in the undergraduates whose major is . And these problems have affect the carrying out of cooperative principles and the process of communication. Because the education on campus constitutes most of the students'knowledge and have a great compact on their ability, this thesis lists the problems in students oral competence, analyses the factors of how these problems come into being, finds out the key points and sensitive elements of affecting the efficiency of the education on campus to improve our work at school. At last, it proposes some suggestions on how to improve this situation on campus. To write this thesis, I take many different ways, such as, document retrieval approach, comparative approach, survey. I take troubles to refer to more than 10 treatises and 70 related papers and compare all these resources. What's more, I made a survey of the Major in the undergraduate stage in four different colleges and universities in Changchun.This thesis is divided into five parts.The first part is an introductory one. It deals with the significance of this topic, that is, the oral competence is the demand of talents of this age, a need of both the social and personal development, a requirement of both the teaching program and the reform of new courses and a must of other competences in Russian.The second part lists the problems in the oral competence of the undergraduates in colleges and universities, such as, the field of phonetics, sentence formation, language styles, learning interest.The third part expounds the factors of schools that affect the oral teaching of the undergraduates in colleges and universitiesThe fourth part proposes some measures to these problems in the oral teaching of the undergraduates in colleges and universities, for example, to enhance the practical value of the text books, to give more attention to the continuity, guidance and correspondence of the content of the text books, to keep pace with the age, to make more use of the facility of multimedia, to introduce some elementary textbooks written in native language, to add more cultural background, to expand the internet resources. As for the teachers, they should improve their Putonghua, oral competence, teaching approaches, the supervision of foreign teachers'teaching skills and results and should change the roles necessarily. As for the students, they should be involved in the oral classes, develop and interest in oral Russian and they should be the focus of all the teaching process.The fifth part is a conclusive one.The core of this thesis is Part Three and Part Four.
