Along with the accelerating economic globalization, multi-ownership cultures worldwide have gained big growth momentum during the integration and interaction of different cultures. With the rapid growth of culture products and culture service trade in international trade, culture industry has become the new field of competition in international trade. Each country's competition status of culture industry in international trade will be related to not only its economic benefits, but also its own culture's status in the world culture development. Obviously, culture industry has become the strategy focus of all the countries nowadays.China has melted in the globalization since its entry into WTO in Nov.2001. This results in an extension of its culture market access, which allows foreign culture capital, culture products and service to enter domestic market. The global competition not only poses serious challenge to China's culture industry but also offers great opportunities. In addition, The 10th Five-Year Project for National Economy and Social Development calls to deepen culture institution reform, construct scientific, reasonable, flexible and efficient managerial and operational system for culture products. The Project and other regulations create a harmonious environment for culture industry development. This paper conducts a series of researches against the above mentioned background.This thesis is mainly concerning about China's culture industry development after entry into WTO. The paper states the concept and characteristics of culture industry first, as well as several items related to culture industry. After that, it gives a general overview of the present situation and development trend of the international culture industry, argues that the culture industry will become a new economy rising point. Taking America and France as examples, the paper offers two different culture development models—culture free trade and culture protecting trade, and analyzes the culture industry development situations and policies in these two countries. Based on the above, this thesis turns its view to China, discussing the issues of China's culture industry development after WTO entry. It first explains the opportunities and challenges after China's entry into WOT, then describes the present situation and existing policies of culture industry in China. The last section of the paper gives some developmental strategies and tactical suggestions of China's culture industry development.
