Sino-Vietnamese border line (Guangxi), promoted by China-ASEAN free trade zone and the concept of "Two Corridors One circle" as well as the China-ASEAN Expo, has become the frontier area for China to link up with countries of ASEAN, the hot point of regional communication and the focus of political, academic and media circle with its unique geographical advantage. However, the present situation proves strongly that there are still many a problem to be solved urgently if Sino-Vietnamese border line (Guangxi) wants to be the frontier area where China communicates with ASEAN countries with respects to the theme of development. In general, we believe that the Sino-Vietnamese border (Guangxi) since the end of the Cold War is undergoing a transformation from national defense outpost to the forefront of development. And the relationships existing in the region are being on constant change. It is when we put it in the history of exchanges that can we find an answer and explore a way out. Based on an extensive collection of documents and conduct investigations we probe into the transformation of Sino-Vietnamese border (Guangxi) relationship from meeting the need of national defense to the need of development, explore the barriers against development during the transformation since the end of Cold War with historical development theory as our guidance, discover a new communicative mechanism that meets the needs of development and realize our national border policies with neighboring countries and maintain the ethnic stability and development and provide with some meaningful inspiration by means of research.The article is composed of four parts, each part is as follows:Part I: Review and significance of the research topics. By analyzing the part of the Sino-Vietnamese border (Guangxi), the exchanges between some of the practical issues that need to be addressed. and the status of existing research reflected in the study flawed questions and topics value of the necessary analysis. From a theoretical perspective, we believe that the Sino-Vietnamese border (Guangxi) from confrontation to cooperation in the Cold War, There are many theories blind need reflection and clarification. From the reality of the existence of view, the Sino-Vietnamese border (Guangxi) is the development of the hot, But the regional presence of the international issues, such as the ethnic issue is very complicated and changeable. Consider the problem to other border improvements.Part II: Historical commentary on the Sino-Vietnamese border (Guangxi) relationships since the end of the Cold War. We focus on such theme of world development after Cold War as revolution, war and the characteristics when nations take military, politics and security as communicative purposes. This paper focused on the Cold War era of the Sino-Vietnamese border (Guangxi) experienced by the Chinese and Vietnamese revolution, against the law, China and the United States, and more direct confrontations. From the Vietnamese border zone small history, we can see clearly based on the national interests of the various forms of confrontation, confrontation special stage so that the Sino-Vietnamese border (Guangxi) on the unique relationships. First, to open up the military personnel and frequent personnel exchanges between political, military materiel ongoing assistance contacts channels; Secondly, open up the highways, railroads, ports and other exchanges between the channel. Meanwhile, the government as the main exchanges, people-to-people exchanges of weak. At the same time, awareness of contacts, confrontational hallmarks of the brand of Cold War mentality.Part III: the realistic rethinking of the Sino-Vietnamese border relationship after Cold War.After Cold War, the theme of world communication shifted from war and revolution to peaceful development. And Sino-Vietnamese border (Guangxi) ushered an opportunity in the transition from a military outpost to the forefront of the development. First, China and Vietnam had implemented internal reforms and opening up policy; In addition, Regional economic integration has hastened the China-ASEAN Free Trade Area, causing times for the history of the Sino-Vietnamese border from the front edge of transition to free trade. But this does not realize as it is expected. To the root, there are many problems inherited from Cold War, which hindered the smooth development. Secondly, the discredit of each other in political issues affects the strategic planning and investing security. A new communicative mechanism need to be built in order to transform the Sino-Vietnamese border (Guangxi) to the frontier of development.Part IV : a comprehensive comment on the communicative relationship between border of China and Vietnam. and we summon the experiences and lesions and provide reference for other border line where transformation of relationships are needed.
