The China government started to develop THREE-LINE Industries to focus on the science and technology industry that its scale was bigger than ever before for dealing with the international situation that is increasingly tense in mid-stages of 20th century 60's in 13 provinces and the autonomous regions from 1964.There has built up the contemporary powerful defense industry base in West China in where is more than 1,100 large and middle scale industries, mining and transportation enterprises, institutes for scientific researching, colleges and universities in THREE-LINE area that formed the reliable big back area.But with change of the international situation,these enterprise which serves for combat readiness developed slowly. Most of them faced with serious difficult, like the living standard of the staff and their families that is low. THREE-LINE industries need urgently be dealed with because that those difficult positions not only is restricting of the local economy, but also is directly hindrance to our country industrialization advancement, further is affecting modernization of our country.Guangxi Region is a south gate of the motherland for its superior geographical positions where the special strategic status in military is. Not only was there the main channel to help Vietnam for anti-America, but also was one of regions in where there are THREE-LINE Industries.After the prosperous term when there had constructed 33 national defense businesses and institutes in the west and north in Guangxi Region it is as a construction center including 64 counties after founding of the nation, the THREE-LINE industries were compel faced with the difficult in surviving and development like other areas along with the international situation generally relaxingGuangxi Region becomes a bridge that directly cooperate with the countries in Southeast Asia in economy and trade because of the strategy plan of West big development that was executed in 2000, the Free trade area including China and Association of Southeast Asian Nations that was established in December, 2003, and the permanent site of the exposition for China and Association of Southeast Asian Nations that was settled down in Nan Ning City, capital of Guangxi Region.
