At the beginning of 20th, Xu Shi-chang is an important but contradictory person. In his early years, he is one of major creators of Beiyang warlord, who assisted Yuan Shi-kai to train the Beiyang new armed force in Xiaozhan and became his most important adviser. Relied on the warlord, he played a critical role in the Political Scene at the 20th early. The paper will be divided three chapters which discuss Xu's political activities around 1911 Revolution.The first chapter discourses on Xu's contributions to the reform in the late Qing Dynasty. His position had ascended and gradually become the core figure of reformers after assisting Yuan to train army. And then he made an important contribution about some aspects, for example, the reform of military modernization and police system, the reform of constitution and the new deal in East North.The second chapter mainly evaluates his political activities from Wuchang uprising to entrance into the office of the president. After the uprising, having followed the tendency of revolution, propelled south and north peace talks and made Pu-yi abdicated, he propelled the Republic of China to be created. When Yuan and Zhang-xun restored to monarchy, he opposed actively to their behaviors and maintained republicanism. However, Xu tried to conciliate the contradiction between Feng Guozhang and Duan Qirui and consolidated the unity of Beiyang group after the death of Yuan.The third chapter mainly analyzes the reason why he was elected as the fifth president of the republic of China and evaluates the role which he played in south-and-north peace talks in 1919 and in the building of law during his presidency. When he depended on his political authority and make use of the struggle among warlords, he pushed the peaceful unity of the north and south actively, at the same time, he also drove local automatic construction and completed the system of civil service, finally he moved towards a counter- warlord's president from a warlord's supporter.
