Two government were formed after the outbreak of the war to protectconstitution in China，and the local power groups in southwest China broke awayfrom Beiyang government in the name of protecting constitution resulted in the warbetween two government. Almost one year latter，both sides which could’t find a wayto break a deadlock turned to peace negotiation in1919.Before the peace conference，the cliques of both sides started a series of gamesfor their interests. They fought and come to terms focusing on delegates，the name andsite of the conference，and the cessation of hostilities. In the meeting，many issusmainly centering on policies were argued between the delegates of both sides. In theend the peace negotiation broke down because of the huge bifurcation in the issuse ofparliament and other conflict of interests.The failure of the negotiation reflected the complicated conflict between centralauthority，local power and politicians. There would be no hope to achieve peacethrough the subjective efforts as long as the objective contradiction exist. After thePeace conference，the conflicts in China became more and more serious. In the end，the epoch of the Northern Warlords and was over due to the inner war and rise ofrevolutionary army.
