In Northern Song Dynasty, the local upheavals remains with the campaign of "Salt-bandits" mainly, which were by the conflict between the policy of the government and the regulation of the local daily life. The controlforce to the areal of the government was weaker. The local people existed according to their reulation. The place remained with the frontier society on the administration. In Southern Song, the society of West Fujian began to transconformation: The reigning mode of the government began to convertion when it calmed down the contual upheavals; In the first decade of Southern Song, the population increased rapidly for the immigrants, which picked up the contradiction between the population and the land; The government tied to reforming to the social order, which was signed by puthing the standard of measuring and allotted land; but they were beated, which picked up the characateristic of the zemindar society; West Fujian became to a center of the upheanvals between daedai contradiction.
