| The Tudor Dynasty is the transitional period of England from feudal society to capital society. During this period, great and profound changes have taken place in many aspects of social life, such as economy and politics. The scholars in and out China have taken an intense interest in England during this period.Especially in political system, English government organization began to transit to modern times, while the establishment of the council system is one of the specific manifestation of this transition. The establishment and development of the Council experienced a rather long historical process. Through nearly two century's evolution, the Council eventually evolved from a middle-aged noble group whose organizational system is simple and whose division is unclear into the most authoritative central resident executive organization. At the early period of the Tudor Dynasty, the king's council has become the center of central executive power with extensive function, strict organization and efficient operation. On one hand, the Council during this period acted on the orders of the king and was responsible for the king; on the other hand, it broke away from the pattern of"the palace governs the world"and pushed forward the central government organization to evolve in the systemized, specialized and modernized pattern.This thesis makes a research on the Council system of the early Tudor Dynasty in England according to the basic principle of the unity of history and logic. It will discuss the establishment process of the Council system at that time and its main function, characteristic effect through the combination of history and logic, historical data and analysis, synthesis and comparison.The whole thesis can be divided into two parts: main body and conclusion, in which the main body can be divided into four chapters, and the thired chapter is the essential part of the thesis. Main body: Preface: the introduction to the origin of the subject, the study state of the subjectand the significance of the subject. Chapter two: the condition for the establishment of the Council system of the early Tudor Dynasty in England. In this part, the thesis will make a specific description to the precursor of the Council---the Privy Council, and then through the perspective of historical evolution, it will reveal the organizational basis for the establishment of the Council system of the early Tudor Dynasty in England.Chapter three: the establishment of the Council system of the early Tudor Dynasty. As the essential part of the thesis, it will mainly introduce four issues, such as the historical condition for the establishment of the English Council system, the author's attitudes towards the time of the establishment of the English council system, the specific evolution process from The Council to the Privey Council .
