The Cold War between U.S. and the Soviet Union was entering the global fighting stage when Dwight.D.Eisenhower became the President of the United States. The United States continued to maintain a strong military power and its nuclear weapons remained in a favorable position. However, the Soviet Union had made substantial progress in the arms race, gradually narrowing the gap with the United States. Stalin's death in 1953 provided an opportunity to ease between the United States and the Soviet Union. Eisenhower's Administration decided to adjust the relations with the Soviet Union, through disarmament and arms control to relax international tension, contain Soviet Union's expansionism, and maintain American absolute superiority in nuclear power.As the main battlefield of the Cold War the United States and the Soviet Union, Europe was the key to regional disarmament and arms control. Britain, France, Germany and other European allies had important interests in disarmament negotiations between the United States and the Soviet Union and played a crucial role and influence. The Eisenhower administration was one of the Soviet disarmament talks initiated from the suspected, positive to step-by-step process. Eisenhower's period of disarmament negotiations for the elimination of the danger of war and the practical significance were enormous, but without achieving the desired results due to various subjective and objective hindering. Based on the Eisenhower Administration's disarmament policy to the Soviet Union, concerning with historical facts related to the Cold War and the newly declassified diplomatic archives , I will explore the whole process of formation, development and evolution of the United States disarmament policy to the Soviet Union, in order to reveal the changes between the United States and the Soviet Union during the Cold War, and analyze and evaluate the objective of this policy generally from many angles.The whole essay is divided into four parts:Part One: Introduce the background and the existence of background and the existence of the United States'disarmament policy during the Eisenhower Administration. That includes: recalling the period of U.S.-Soviet relations and Suppress policy development; Signs of relaxation in the United States and the Soviet Union after Stalin's death; the important position and the existence of disarmament in U.S.-Soviet relations.Part Two: Discuss the various development stages of disarmament and arms control negotiations between the United States and the Soviet Union and adjustment and evolution of disarmament policy to the Soviet Union in the government of Eisenhower from 1953 to 1960. That includes three phases: general and complete disarmament negotiations, some arms control negotiations and Nuclear Test-Ban Treaty.Part Three: Analyze the various effects on disarmament policy of the United States during the Eisenhower period, Eisenhower's shortcomings and plight in the implementation of government policies and explain the major impact of the policy.Part Four: Make a general statement about the whole evolution context of Eisenhower administration's disarmment policy towards usser .
