The period of Saddam regime went through the Cold War era and the post Cold War era. In this period, Iraq and America went from hostility to cooperation, then confrontation again, which was the result of interaction of interests. This dissertation discussed the features, the evolution, and history of the relations between Iraq and the United States under Saddam's Regime.By analyzing the systems of foreign policy making and the general aims of these policies in Iraq and US, and comparing the exhibition and the character of their relations, the author argued that the interests of Iraq and US had been superposition in the Middle East and the Gulf. The author appointed out both Iraq and US wanted to grasp the leadership of this area, which presented their rivalry was inevitable.Because Iraq and America found the same enemy—Iran under the context of Iran Islamic Revolution and Iraq-Iran War, cooperation between the two countries came into being before the Gulf Crises. Iraq had seized strong military power and Weapons of Mass Destruction in the assistance and instigation of America, which incurred to the Gulf Crises, and provided the excuse for sanction and strike on Iraq.After the Gulf War, U.S. and Iraq went through the change from friends to rivals, entered on a new era of containment and anti-containment, sanction and anti-sanction.In this dissertation, the factors which affected the relations are studied through the method of the Analysis of Gradation (the international, the area, the state, and the personal).The author concluded that Iraq-American relations were decided by their interests, and U.S. takes a greater role in their relations.
