This is a project report on the translation of the excerpts from the Iraq Effect the Middle East after the Iraq War,released by the RAND Corporation in 2010.The aim of the research project is to promote readers' understanding of the regional impact of the Iraq war by providing an assessment of trends,threats and opportunities in the Middle East through extensive field research.The report covers a realignment of the balance of power,focusing on Iranian radicalism,Arab diplomatic disarray and Turkey's new rise-changing local perceptions of American credibility;the increasing role of major powers outside the region.such as China and Russia;the impact of war on sectarianism,ethnic radicalism and political reform;and how this conflict shapes future terrorist strategies,ideologies,and tactics.The author is responsible for the second chapter:An Altered Strateg ic Landscape:The Shifting Regional Balance of Power.The source text contains a lot of cultural background information,proper nouns,long and difficult sentences and passive voices are frequently used,which are all obstacles encountered by the author in the process of translation.Therefore,the author takes the three principles of skopos theory proposed by Hans Vermeer as the theoretical guidance-the principle of purpose,the principle of coherence and the principle of fidelity,and applies the skills of addition and conversion to translation.Meanwhile,the author mainly uses literal translation to achieve the accuracy and smoothness so as to make the translation conform to the expression habits of the target language.Through the translation practice,the author had a deeper understanding of the Middle East and Iraq issues,and also gained new enlightenment:a qualified translator should not only have a strong cultural knowledge reserve,but also a solid bilingual conversion ability.
