Dissemination of Buddhism to China is the most sizable import of foreign culture. It is also the longest and most successful cultural exchange in the world. In this article, target of research is the dissemination of offshore The Flower Ornament Scripture Philosophy. Through systematically sorting the history of penetration of The Flower Ornament Scripture philosophy into Mainland China and analysis of different factors that many influence such penetration, grasping the fundamental clue and characteristic, and understanding the general pattern of dissemination of Indian Buddhism to China before Tang Dynasty.Starting from sorting out domestic and foreign research related to the time and location of occurrence of The Flower Ornament Scripture Philosophy and base on analysis of previous research outcomes , the author believes that The Flower Ornament Scripture Philosophy was budding in south-east India ,and spreading to north India. The author discusses the relation between Nagarjuna and Vasubandhu , these two great ancient India Buddhist philosophers, and The Flower Ornament Scripture Philosophy, and the author also believes that Dasabhumika Sutra type of The Flower Ornament Scriptures were popular in the period of Nagarjuna,and at that period of time , The Flower Ornament Scripture Philosophy was mainly in form of theories about the great deeds of Bodhisattvas in accordance with ten stages (Dasabhumi) Connecting the "Origination of One Citta" and "Origination of Alaya Consciousness "for demonstration to everything in the World mainly occurred in The Flower Ornament Scripture Philosophy during the period of Vasubandhu. Afterward, the author will focus on Kushan and Eden located between India and China, to discuss the effect of Middle-Asia in Dissemination of The Flower Ornament Scripture Philosophy .The author believes that the early stage of The Flower Ornament Scripture Philosophy, which occurred in India, disseminated to China through Kushan and Eden. Being the intermediate point of cultural exchange between China and India , Kushan and Eden not only helped dissemination of The Flower Ornament Scripture Philosophy to the east, they also helped to change and to improve the early stage of The Flower Ornament Scripture Philosophy, and to directly and indirectly influence dissemination of offshore The Flower Ornament Scripture Philosophy into China.Regarding the process of dissemination of The Flower Ornament Scripture Philosophy, the author used the translation of Sixty Chapter Avatamsaka Sutra to divided the process into two stages. The first stage is the dissemination of The Flower Ornament Scripture Philosophy to China through Middle-Asia, and single-volume scripture was used as a media of dissemination, and had not reached a significant system. Also, the translator of The Flower Ornament Scripture scripture at early stage did not single out Avatamsaka Su tra, it had just been translated as one of the scriptures among many others, and thus did not have a clear classification of school of thought, and the dissemination was limited in Luo Yang and Changan areas. In addition, the translation did not include any preaching, together with the turbulent period of society, dissemination of The Flower Ornament Scripture Philosophy was in a tender and fragile stage. After dissemination of Sixty Chapter Avatamsaka Sutra, history of penetration of The Flower Ornament Scripture Philosophy into China was changed significantly. A comparatively completed understanding of The Flower Ornament Scripture Philosophy, spreading of The Flower Ornament Scripture Philosophy reached an unprecedented stage, especially after Sui Dynasty, unity of nation helped the integration of different types of The Flower Ornament Scripture Philosophy and The Flower Ornament Scripture Philosophy in different locations, and generated a foundation for the theoretical system of The Flower Ornament Scripture Philosophy in early Tang Dynasty. After the creation of The Flower Ornament Scripture School by Fa-shun, Chih-yen and Fa-tsang, not only completed the sinozation process and built Chinese system in The Flower Ornament Scripture Philosophy, and eventually completed the penetration of offshore The Flower Ornament Scripture Philosophy to China.In conclusion, the dissemination of The Flower Ornament Scripture Philosophy to China was a peaceful, gradual and complementary process. This historical process was influenced by the self-development of The Flower Ornament Scripture Philosophy, influenced by the intermediate point of culture exchange between China and India, in particular, the Eden area, and inevitably closely connected with Chinese society and culture, and demonstrated the complicated factors in cultural exchange between China and India. The successful dissemination became a typical case in ancient cultural exchange, and provided a model sample to modern cultural exchange between and foreign countries.
