With the rapid advance of the globalization, internationalization and modernization of the whole world economics, China's accession to the World Trade Organization (WTO) and Beijing's hosting of the 2008 Olympic Games, it will certainly be important in the twenty-first century to have compound professionals who are experts both in their own fields and in foreign language communication. Our society has a great demand for bilingual people, which in turn places great demands on colleges and universities' teaching. Education circles have considered it an important task to cultivate qualified bilinguals. As a new field of our present education reformation, bilingual teaching has become a hot topic circles. Therefore, we should try to find out a new teaching method to meet the demands. As part of the reformation and development of English teaching, bilingual teaching (here referring to English and Chinese bilingual teaching), has attracted the attention of many schools, which have put or are putting it into practice. These schools have their own teaching systems, which depend on the following aspects: school size, teaching accomplishments, teaching methods, designing curriculum, choosing materials and schooling evaluation. There are three main forms of bilingual teaching as various countries and regions with different situations of a country and different teaching objectives: immersion program, maintenance bilingual education, and transitional bilingual education. Immersion bilingual program has been tested the highest effectiveness and success through researches and experiments. But in our country, with the restriction of some subjective and objective conditions, maintenance bilingual teaching and transitional bilingual teaching are suitable for our Chinese students.The assessment of bilingual teaching is a new and important topic in the field of bilingual teaching. In the recent years, with the gradual outspread of our country's bilingual teaching, the assessment of bilingual education presents itself before us. The expansion of bilingual teaching assessment program is beneficial to carrying out bilingual teaching, improving the quality of bilingual teaching, enhancing the synthetic quality of students, and is useful for us to find out a correct way of developing bilingual teaching as well. Therefore, teachers should demand and obtain professional development on assessment skills, not only for the benefit of their students, but also for improving their own teaching. Nowadays Teachers are actively and continuously involved in teaching evaluation. Bilingual teaching evaluation relies on many different kinds of factors, such as, teacher's qualities, students' qualities, curriculum design, teaching materials and some other factors.Through the case study, there are some practical values of the thesis. On the one hand, the term bilingual teaching is defined in terms of theory and is discussed. On the other hand, from the angle of a teacher who teaches with the bilingual teaching mode, the author discuss the significance of carrying out bilingual teaching in the computer science and also test and verify its reliability by means of the effects, which will be helpful not only to the study and reformation of carrying out bilingual teaching in computer science teaching in China, but also to the application of bilingual teaching to the classroom teaching of other subjects.
