Liu Jiwen's Nanjing Municipal Construction And Management In The Republican Period (1927-1930)

Nanjing, as the"capital of eight dynasties"(ancient East Wu,East Jin,Song,Qi,Liang,Chen,South Tang and Ming),is the capital of Taiping Heavenly Kingdom and the National Government in modern times, which not only has prominent status in politic and military, but also has an important position at the history of Chinese cities. Especially at the early period of the National Government, city construction and municipal infrastructure construction were further improved, which established the foundation for the Nanjing city construction. At this period, Nanjing city construction and management were under the charge of Liu Jiwen who was the first mayor and Chinese and Western municipal expert, and were built according to a new model,a new modern Nanjing city landscape with sino-western combination tentatively formed and displayed a new and upward atmosphere. Nanjing citizens enjoyed the benefit which was brought by the new municipal construction. At the same time, they began to actively monitor and participate the civicism. Their consciousness of municipal participation was gradually improved, which has a significant function for promoting the urbanization process of modern Nanjing and improving the civic ecological environment. So, it is very important to study creativity of municipal construction and the function of the municipal main enforcers. The further improvement of today's Nanjing municipal construction and other cities development can also draw lessons from it. At the same time, Liu Jiwen met some problems at the municipal construction which still existed at a certain extent in today's urban construction. His municipal experience left the subsequent municipal experts a set of valuable spirit wealth.So,this paper mainly selects Liu Jiwen carried on municipal construction and management when he served as the first mayor, and analyse the municipal fund raising which the Nanjing literature has not formerly added in a detail way,the selecting and using of municipal professional talents,the establishment of municipal regulations,rules and plans,the preservation of cultural relics and historical sites and the gradually strengthen of the municipal management workers,in order to acquire better academic value and practical significance.
